What we discussed:
extending api for xml/json format to support all content states including rejected and approved together with review comment in both downloading and uploading.
update zanata-cli to use this extended api.

This is a typical working process of OpenStack translation team.
1. The master version is open to accept translations.
2. At some time, a stable version is created by copying the master version. The master version is set as "Read Only".
3. Translators/reviewers work with the stable version.
4. When the translation of stable version is done, stable version is merged back to master version. The master version is open again to accept translations.
The problem we met is: the version merging will only merge the translated and approved translations. The review results we made in the stable version, such as rejected and "set as fuzzy", are lost.
I don't know if you think it's a common requirement. If you don't think it's a common requirement, I hope we could implement our own merge by invoking your APIs or CLIs.
Please take my feedback into consideration.
