Manually enabled users cannot perform password reset

Go to Sign Up
Enter in details for a new user account
Press Sign Up
Log in as admin
Go to Administration
Go to Manage Users
Find and select the new user
Check Enabled
Press Save
Log out
Go to Log In
Click Forgot Password
Enter the new user's username
Press Reset

Actual:
"Account not activated"

Expected:
Email sent to reset password

The account is activated. However the presence of an activation key is used to determine if the account was activated or not.
It should use the 'enabled' field or similar, or we should have measures in place to remove the key if the account is ever activated outside of the email link approach.
