TMX exported from Zanata is not importing to Lokalize

TMX file of subscription-manager for Telugu for reference.

Description of problem:
TMX file exported from Zanata is not usable to import into Lokalize Translation memory.

Version-Release number of selected component (if applicable):
Zanata 3.4.2 (git-server-3.4.2-dirty)

How reproducible:
Always

Steps to Reproduce:
1.Go to https://translate.zanata.org/zanata/iteration/view/subscription-manager/1.10.X/languages/te
2.Click on "Export Telugu Documents to TMX"
3.Try to "Add data from TMX file" to lokalize Translation memory

Actual results:
Import is not successfull, 0 entries added to Translation memory.

Expected results:
Import should be successfull, number entries should reflect in Lokalize Translation memory.

After some investigation, I have found that this is caused by a mismatched srclang in the header and the tuv xml:lang attribute. That is to say, the header of Zanata's tmx export does not have a srclang at all.

I'm not sure how important this is.

The TMX file exported using Lokalize is successfully importing back into Lokalize translation memory where as the TMX file exported from Zanata is not adding any entries into Lokalize translation memory.
