Save without changes dialog blocks user flow

If the user is primarily a keyboard user, they may do a "Ctrl+Enter" on a fuzzy to upgrade it to translated. This will pop up a dialog with a warning (pictured) to ensure they haven't made a mistake (save instead of navigate).
The user cannot interact with this dialog via they keyboard, so they have to shift to mouse.
This is a usability error.

Same is happening with reject translation pop-up . after doing Ctr + Shift + R reject pop-up comes and we are unable to operate on this popup using keyboard.
