Glossary edit page displays generic error instead of "You need to log in"

Problem
When a user opens the glossary page (/glossary) but is not logged in, a generic error message is displayed reading "We are unable to get glossary information from server. Please refresh this page and try again." Refreshing the page causes the error to be shown again.
The page behind the error message shows a "Log in" button.
The app should not try to fetch this data when the user is not logged in. Instead it should indicate that the user needs to log in to see the data. We could replace the page content or part of the content with a message like "You must log in to load this section".
