Glossary export button behaviour inconsistent

The export button seems to be displayed on a "is there content" basis, meaning that if the user searches for something and gets no results, then the button disappears.

If they search and get results, the appearance of the Export button may give them the impression that only the entries found will be exported - but all are exported.

Either way, it should be consistent.
