The process used was
1. Create a project version
2. Upload a pot file to the version
3. Use msgen to fully translated the file on cli (msgen -o transfile.po potfile.pot)
4. Upload the translated .po to the document
5. Download the version TMX
6. Upload the TMX to the Translation Memory in admin
7. Use the TM Merge Translations dialog, select the Imported TM checkbox only, press Merge
The result shows < 100% fuzzy. Repeating step 7 gradually fills the document
