Editor should allow the same number of plurals in source for translations

Description

Currently the number of translation allows for a string is depending on the pluralform of a language. There are cases where the source has multiple plurals, but due to the limitation of the pluralform of that language, only 1 translation is allowed.

There is a workaround now to increase the pluralform of the language, but Zanata should at least allow the same number of translations as the source plurals if the pluralform of the language is lesser than the source plurals.

Enforcing the number of translations according to pluralform is the correct approach in Zanata.

I think the premise is wrong here.

If the target language has nplurals=1, it would be wrong to allow more than 1 plural form. But I do think we should consider emphasizing the English plural version more when nplurals=1, since the translation should probably be closer to the English plural version than the English singular version.
