Languages page shows unnecessary scroll bar

When mousing over the list of languages, if the list (may need to be filtered) is smaller than the viewport the vertical scrollbar will show briefly giving the page a "jittery" effect. See screenshot.

Seems to be 4.5.0 only (ant.d?)

Tested on webpack server http://localhost:8000/languages?page=1&search=af
