Japanese .properties source files are garbled after pushing with CLI

I thought at first that the garbling was probably happening because Zanata thinks that the source is in English. https://github.com/zanata/fake-zanata-server/issues/17 provided a hint. I tried pushing the document using .\zanata-cli.bat push --src-lang ja
instead of .\zanata-cli.bat push
(didn’t realize it defaults to en-US), but got the same result.

I used both UTF-8 and UTF-8 BOM encodings. Japanese source text appeared garbled in both the production editor and the alpha editor. Please see the attached source file for details; below is an excerpt.
The garbled characters are shown in the screenshot below.
