The translation cart is handled completely by TMGMT, and none of the tmgmt_zanata code is run until later in the workflow (after submitting the cart).
If the cart has been submitted previously using tmgmt_zanata, some interaction is possible. We can check this by trying to reproduce the problem both with and without tmgmt_zanata enabled.

When items are added via "Add to cart", the Cart value is not updated in the menu

Steps to Reproduce:
1. In Drupal, select Menu -> Sources and check an item in the list
2. Click Add to cart
3. The item is added to the cart. Hover over the Translation menu
