Collapsing menus should not receive clicks

If the user clicks the ^ on an open menu to collapse it, then almost immediately clicks the item it was covering, the collapsing menu can still receive the click despite being barely visible.

0. Sign in as admin or project maintainer
1. Go to a Project with a version
2. Click the V (down) arrow on the left of the version name
3. Click the ^ (up) arrow and immediately click the version name

Actual results:
Occasionally the "Copy Version" option will be clicked

Expected:
Only the version name should ever be clickable
