Upload of .po translation file to a File type project fails to translate

1. Go to a File type project, version that has documents
2. Select a language, then click the drop down on the document
3. Select Upload translation
4. Select a .po file to upload, one that is the downloaded offline .po with a few changes
5. Select the same document for web translation

There are no translations. This works for properties/gettext project type, but not file type
