Add CLI option to upload translations as Approved

Description

Just as allows Translated/Approved translations to be downloaded, or just Approved translations, this will allow control when uploading.

This will also allow us to eliminate MockTranslationMergeApproved, by using the new option in FileRawRestITCase.
